Phytosanitary & Quality

Phytosanitary certificate for Japan plant quarantine

Pineapple, ginger and groundnuts from Ghana are not on Japan's list of import-prohibited plants, so they may enter with a phytosanitary certificate issued by the exporting country's plant protection organisation, followed by import inspection. Where ginger rhizomes or in-pod groundnuts could be planted, Japan's burrowing nematode measure (Annexed Table 2-2, item 12, Ghana listed) may also require an additional declaration.

Aflatoxin test certificate (Japan limit 10 µg/kg total aflatoxins)

Japan regulates total aflatoxins (B1+B2+G1+G2) at 10 µg/kg in food under Article 6 of the Food Sanitation Act. Ghanaian groundnuts and products containing 10% or more groundnut were under a compulsory lot-by-lot inspection order from March 2025; as of MHLW's 26 September 2025 notices that order was lifted and they moved to the monitoring plan, so a new detection can bring the order back.

Food Sanitation Act import notification (importer, at the quarantine station)

Under Article 27 of Japan's Food Sanitation Act, anyone importing food for sale must submit an Import Notification to the MHLW quarantine station at the port of entry, on paper or electronically. Cargo can be ordered for inspection. The filing is the importer's; the exporter supplies product and processing information.
